Why a Unicameral National Legislature?
According to the surveys by political scientists, the days when American voters have a regional identification are gone. The modern American voter identifies much more with their political affiliation then they do with their region or state. Therefore, the United States Senate is obsolete and the Senators should ride off into the sunset. Goodbye, 100 U.S. Senators. Hello, 565 new members of the House of Representatives providing better representation for EVERYONE.
In the countries that do have "proportional representation" the percentage of the adults who register to vote is MUCH higher (Finland 95%, U.S.A. 55%), thus making their government MORE representational. According to "proportional representation", we suggest that the 1000 U.S. Representatives should be pro-rated among the national political parties with at least 5% according to the ratio of the number of registered voters.
The districts of each of the political parties will overlap though each district of each party may be a different geographic size and shape, ie 5 different parties - 5 different district maps.
Some of the districts of the smaller parties might include several states.
A Representative must be a member of a political party with at least 5% of the registered voters.

Why Unicameral State Legislatures? All the state legislatures should be unicameral, also. Since a Supreme Court ruling in the 1960s ruled that both state houses must be apportioned according to population, why keep the redundancy of two houses? Wouldn't the voters of a state be better served with the current number of state senators joining the ranks of the state representatives, thus having more state representative districts which could lighten the representatives' work load and provide BETTER representation? An example: in New Mexico, the state senate should be closed and those 42 seats could be added to the current 70 state representatives for a new unicameral legislature of 112 districts to be pro-rated among the 5 largest political parties in New Mexico. | ||||
Those who want corruption love a senate It's much easier to bottleneck progressive legislation wherever there's a senate. Max Baucus, the chairman of the U.S. Senate Finance Committee got almost $3,800,000 from the "healthcare industry" for his re-election campaign between 1998-2008. Not only did he exclude a "single-payer" provision from the bill that was released from his committee in September 2009, but a "public option" was excluded from that bill, also. Even though 63% of the American voters want either single-payer or public option for serious healthcare policy reform. And 65% of the doctors want that, too. There can still be bribery in a unicameral legislature. It's just much more expensive, since many more palms need to be greased. | ||||
